In applying to be a Permanent Resident it is wise to consider the following:
 
Singapore welcomes talent and experience and well educated people from around the world.  Can you add to the productivity of Singapore?  Will your help and hard work--- by using your skills and talents effectly can  more Singaporeans and others be employed in Singapore?
 
If you have a son you will be making a decision to have him serve in the National Service for The Republic of Singapore for a period of 2 years.  And this can be a very good thing to instill in a son correct character and loyalty traits--especially if you are planning to become a Singapore citizen.

It is normally easier to become a PR if you are working in Singapore under an Employment Pass.  The administrative rules change from time to time.  Currently the government has plans to welcome about 250,000 Permanent Residents in the next few years to help renew the population as well as to strengthen and further grow the economy.
 
To become a Permanent Resident your application must stand upon its own merits.  The application must be accurate and truthfully submitted.  Singapore doesn't take kindly to documents that are not correct and factual in all aspects.
 
Points are given for: education, company's productivity and investments in Singapore, number of people employed, exports generated by company, training programs for local staff development, taxes paid by you and company, your specialized experience and training, number of dependent holders and age, your indicated willingness to abide by the laws of Singapore and this is especially true during the period of your residency prior to making the application for PR.
 
Usually it is easier to obtain a PR after you have worked and lived in Singapore for about 1.6-1.8 years before making your application.  However, if you are special with a clear niche in innovation or even destructive innovation--examples only--than apply at any time.  You may have credentials that will impact Singapore on an immediate basis because of your education, your experience, and if  you are a 'thought leader' type of person or have creative economic talents.
